Public Works Organizational Structure

The Engineering Department provides construction and design services, development plan review and development inspection, and infrastructure records. There are seven (7) employees in this group


The Street Department provides repair and paving, street sweeping, leaf removal, snow and ice control, traffic signal repair, traffic control devices, and traffic signs. This department includes street maintenance, traffic control, urban forestry, and cemetery. There are twelve (12) employees in this group.

The Utilities Department includes the Water Treatment Plant, The Wastewater Treament plant and Underground Utilities


The Public Works Department also oversees facility maintenance of the various municipal buildings


All departments are involved in the Capital Improvement needs of the community. These projects include construction and alteration of streets, sanitary and storm sewers, public buildings, treatment plants, distribution lines as well as various other Public Works assets of the City.


The intent of all Public Works employees is to serve the residents of Sidney as valued customers. Even though not all citizens’ requests are approved, our employees will attempt to: 1) listen and understand your concern, 2) politely respond to City related matters, and 3) give timely answers to questions.


The Director evaluates the efficiency, quality, and equity with which services are provided and implements needed changes, oversees capital improvements & construction contracts, and reports to and advises the City Manager on significant issues and problems involving Public Works services.


Public Works Goals include:


Engineering – to provide comprehensive technical services, while completing capital projects for the City of Sidney in a safe, timely, and cost effective manner.


Streets – to maintain or improve the quality of the City’s roadways so as to provide structurally sound, passable, and safe streets.

Utilities
-   Provide quality service to our customers in a timely fashion
-    Provide a safe and clean drinking water for all customers
-    Clean and protect our environment with efficient waste treatment
–    React and protect our customers from sanitary sewer floodings
–    Address all Ohio EPA Regulatory issues


The Engineering Division of the City of Sidney is responsible for a wide range of projects throughout the city. The design, planning and construction of public works projects and the inspection and review of all projects public and private. The engineering team works with citizens and all city agencies in regard to traffic operation, right of way issues, streets, sidewalks, curbs, pavement management, drainage, utilities, communication, and emergency operations. We work closely with planners, contractors, and various state and local agencies.

In addition to a full range of public services, the City of Sidney Public Works Departments are pleased to offer the following supplemental services, most of which, are at no extra charge to its residents.

Park and Pickup Service
Christmas Tree Pickup

Details of most of these services, with actual starting and completion dates, are published in the local newspaper, with some notices occasionally mentioned by our local Radio Station.

Mulch Give-a-way: (Typically around April/May & again around September-October)
When available, the City offers to its residents, free wood chips and mulch consisting of composted grass and leaves. Composted materials are not chemically treated. This service involves Saturday morning loading of leaf or brush mulch in personal containers, trailers, pickup trucks, etc. Details are published by the local media.

Park and Pickup Service(Seasonal: Typically May through September)
Although not free, this is a convenient service. A dump truck can be rented from the City for $50 per load plus dumping fees. The City delivers the truck to your home and picks it up when full. (Residents can keep the truck for up to two consecutive work days, or over a weekend.) This service is NOT provided to businesses, only individual residents upon request. Please call the Service Center @ 498-8117 for this request.

Leaf Pickup: (Typically around mid to late October until later in November)
In the fall, rake leaves into piles and place at the “curb edge” and they will be picked up by a leaf collection machine. No weekly schedule is followed due to the unknown quantities of leaves each week. During peak season, it may take up to three-four weeks for the City’s four trucks to make one round about town. (The date for this program will be announced each season; beginning and ending dates dependent on weather.)

Christmas Tree Pickup: (Typically in early to mid-January)
Christmas trees are picked up after the holidays. (This is for dying or dead wood Christmas trees; artificial trees may be disposed of in regular refuse collection.) Please remove bases and any nails or metal fasteners, these trees will be chipped and distributed later as mulch. Tree pick-up is weather dependent. Details are published by the local media.
