The Board of Building Code Appeals consists of five members who are qualified by experience and training to interpret the provisions of the Building Code. This Board, provided for by City ordinance, hears and rules on any appeals from decisions made by the Building Inspector and reviews legislation as requested. Members are appointed by City Council to five year terms and the Board must meet no less than one time per year.
The Citizens Peer Review Committee is responsible for inspecting structures
to determine paint requirements violations of the City's paint standards.
It has a membership of 7 (4 Wards and 3 At-Large) - serving three-year terms. They meet "as needed".
The City Planning Commission consists of five citizens appointed by the City Council to six year terms pursuant to the City Charter. The function of the Planning Commission is to prepare and revise a plan providing for the expansion and development of the City. The Commission also advises the City Council on zoning and planning matters. The Planning Commission meets on the third Monday of each month in the City Council Chambers at 7:30 P.M.
The City Tree Board was created by the City Council in April, 1989 to develop, annually update, and administer a written plan for the care, preservation, pruning, planting, replanting, removal, or disposition of trees and shrubs in parks, along streets, and in other public areas. The plan is presented to the City Council annually and, upon acceptance and approval, constitutes the official Comprehensive City Tree Plan. Upon request, the Board makes recommendations to the Council on special questions within the scope of its work. Terms are for three years and meetings are held on the third Thursday of each month at 4:15 P.M. in the City Manager's Conference Room.
The Civil Service Commission meets at the request of the Chairman and is responsible for all initial appointments and promotions in the Police and Fire Departments, as well as the resolution of appeals from employees in those departments. Pursuant to the City Charter, the City Manager appoints the three members to serve six year terms.
The City Charter provides for the Compensation Commission which consists of five registered electors appointed by the Mayor, with Council confirmation, to five year terms. The Commission meets every odd numbered year, prior to March 1, to determine the annual salary of the Mayor and members of City Council.
The Downtown Design Review Board meets at the request of the City Manager. Duties include the review and approval/disapproval of planned alteration or demolition funded by Federal, State, or City funds, within the 9-block downtown area. The board has 5 members, appointed to 3-year terms by City Council.
The Enterprise Zone Incentive Team meets at the request of the City Manager. The team reviews and makes recommendations on feasibility of granting tax abatements to businesses in Sidney. The team members are appointed to 3-year terms by City Council.
The Income Tax Board of Review, provided for in the Income Tax Ordinance, consists of the Law Director, Finance Officer and City Manager or designee. Any changes to the Income Tax Rules and Regulations are approved by this Board.
The Income Tax Board of Appeals consists of the City Manager and 2 citizens of the City, not employed by the City, appointed by Council to serve 4-year terms. Any person who is aggrieved by a decision by the Tax Administrator and who has filed with the Municipality the required returns or other documents may appeal the decision to the Board of Tax Appeals by filing a request with the Board. The Board may affirm, reverse, or modify the Tax Administrator’s decision or any part of that decision.
The Municipal Airport Advisory Board, created by the City Council, has seven members, appointed by the Mayor, who serve three year terms. Members represent corporate aviation, general aviation, Sidney-Shelby Chamber of Commerce, Orange Township Trustees and City Council. The Board meets at the call of the Chairman and advises the City Council, staff and the Airport Manager on matters related to the operation and future development of the Sidney Municipal Airport.
The Personnel Board of Appeals, provided for in the City Charter, consists of three members, appointed by the City Council to three year terms. This Board meets, as needed, to hear appeals by personnel other than the Police and Fire Departments and makes recommendation on same to the City Manager.
The Records Commission, provided for by the Ohio Revised Code, is composed of the City Manager, the Finance Officer, the Law Director, and a citizen appointed by the City Manager. The Commission meets at least once every six months to supervise the retention of records and approve requests for the disposal of records of the City. Some records are permanent and all others have required retention schedules. Requests for disposal must also be approved by the Auditor of State
The Recreation Board, as provided for in the Ohio Revised Code, consists of five citizens who serve five year terms. Two members are appointed by the Sidney Board of Education and three by the Mayor with City Council confirmation. The Board holds its regular meetings on the first Monday of the month at 4:15 P.M. in the City Manager's Conference Room, except in the event of a holiday, the meeting is held the following Monday. The Recreation Board makes recommendations to the staff and City Council regarding the fifteen City parks, recreational activities and the municipal swimming pool.
The City of Sidney has three representatives on the Regional Planning Commission who serve three year terms. These individuals are appointed by the Planning Commission with City Council confirmation. The Regional Planning Commission provides for the land use planning for most of the unincorporated area of Shelby County and serves as a clearinghouse for federal grants for all the political subdivisions of the County. The Commission, established by the Ohio Revised Code, meets on the fourth Wednesday of each month at 8 P. M. at the County Annex Building.
The Revolving Loan Fund was created by City ordinance in 1984 following the receipt of a $300,000 Community Development Block Grant. Since 1984, the City has made loans totaling $877,000. In almost ten years, the RLF has helped create the equivalent of over 180 new, full-time jobs. The Revolving Loan Fund Screening Committee meets whenever there is an application for a loan. The Committee reviews the application and makes a recommendation to the City Council. New loans are made from the principal and interest that is paid back to the City from RLF loans. This seven member Committee is appointed by the City Council to three year terms.
The Sewer Connection Appeal Board was formed to hear, review and rule on appeals. The board determines questions concerning availability of a sanitary sewer to a property and shall determine when an individual sewage disposal system constitutes a health hazard. The 3 member board is made up of the Utilities Director, the City Engineer and the Health Commissioner and meet when any person appeals an order to connect to the sanitary sewer system.
The Shelby Metropolitan Housing Authority is a 5-member board which meets the third Monday of each month at 4:30 P.M.. The board operates publicly owned housing in the County. The Mayor appoints 2 members to the board to represent the City. Terms are 5-years.
The Zoning Board of Appeals, provided for by City ordinance, meets at 4 P.M. on the third Monday of each month if a request is filed. The Board reviews and determines requests for variances, conditional uses and interpretations of the Zoning Code. The Board consists of five members who are appointed by Council to five year terms, at least one of whom shall be a member of the City Planning Commission.
