City Council Selects Leadership

On Monday, December 6, 2021, City Council held the Charter-required organizational meeting of the newly–elected members. During the meeting, Joe Moniaci was sworn in as the Second Ward Councilmember. Moniaci replaces Darryl Thurber who opted not to run for re-election. 

During the organizational meeting, City Council also selected a Mayor and Vice Mayor for 2021-2023. Mardie Milligan was selected to fill the role of mayor. Steve Wagner was selected to fill the role of vice mayor.

Mrs. Milligan, who represents the First Ward, has served as a member of council since 2005 and as vice mayor since 2009. Wagner, who represents the Fourth Ward, has served on City Council since 2011.

Mike Barhorst, who has served the city twice as mayor, will continue to serve as an At-Large member of City Council.

Councilmember Ed Hamaker was also sworn in during the organizational meeting to represent the Third Ward. Hamaker opted to not run for re-election, but when no petitions were submitted for the November election, agreed to continue to serve until a replacement was found.

City Council accepted letters of interest from qualified electors residing in the Third Ward until November 30. A special meeting will be held on December 15 to interview the five individuals who submitted letters of interest. The new Councilmember is expected to be seated sometime in January.

The City Council consists of the mayor and six members. Three councilmembers are elected at-large by all city voters, while the remaining four are elected one from each of the four wards.

City Councilmembers are elected in odd number years, alternating between the four wards (2025) and the three at-large seats (2023).

All councilmembers serve terms of four years. The mayor and vice mayor are elected by the Council by a majority vote and serve terms of two years.
